  • July 30–Aug. 11st Reading Development Group meeting, Amsterdam, the Netherlands, to review updated framework, review and perfect passages for NRCs, and review draft item and scoring guide development manual
  • November 2–72nd National Research Coordinators meeting, Amsterdam, the Netherlands, to review the PIRLS framework and background questionnaires and select final passages for field test item development, review background questionnaires, and conduct item and scoring guide development workshop
